- DHS proposed the H-1B modernisation rule in October, with beneficiary-centric selection and new third-party placement provisions that affect staffing arrangements.
- Device manufacturers began budgeting for QMSR alignment ahead of FDA's final rule expected early in 2024.
- Year-end saw the usual extension cycle, with stronger-than-usual demand for pharmacovigilance and regulatory roles.

Signal to leaders
The disciplines that were hardest to fill were the ones where clients needed judgement as well as capacity; briefing for the judgement shortened time-to-fill.
