Market signals
- The year closed with the Food and Drug Omnibus Reform Act, adding diversity action plan requirements for pivotal trials and pushing sponsors to think about site selection differently.
- Year-end budget cycles brought a wave of contract extensions and a smaller number of new requisitions, a normal seasonal pattern.
- Layoffs in technology companies increased the supply of IT candidates, but few had regulated-environment experience, so GxP IT roles stayed hard to fill.

The disciplines that were hardest to fill were the ones where clients needed judgement as well as capacity; briefing for the judgement shortened time-to-fill.

We closed our first full year with a consultant network across nine pharma and five IT disciplines and clients in pharma, biotech and medical devices. The priority for 2023: depth in biostatistics and data management, where demand was growing fastest.
